to the basic MRO regulations to enhance the regulation
to adopt the fundamentals of safety management. It
recognized that Part-145 already requires a management
system; it already requires a quality management system;
it already requires a labor management system; and it
already requires senior management commitment and
involvement. Leveraging all of this, the EASA has
proposed to expand Part-145 to include the principles of
safety management systems.
The NPA is divided into three parts: NPA 2019-05
(A) includes the procedural information pertaining to
the regulatory proposal; the explanatory note to the
proposed amendments; the regulatory impact assessment;
and a detailed summary of the proposed amendments
(see Chapter 7 Appendices). Part (B) contains the draft
implementing rules as well as the draft acceptable means
of compliance and guidance material for Part-21. And
part (C) contains the draft implementing rules as well as
the draft acceptable means of compliance and guidance
material for Part-145.
Today, we are focused on NPA 2019-05 (C); the part
applying to Part-145. Unlike most of the proposals
previously proposed (and implemented) by the world
authorities, the EASA does not propose a separate
program with a separate manual with a separate
management stream. On the contrary, its proposal is fully
integrated within Part-145. The NPA contains a significant
number of changes that arguably are not related to a safety
management system. However, when evaluated against
the MRO system, the proposed changes make sense.
Regarding the proposal for a new management system:
145.A.200 Management system

(a) The organisation shall establish, implement, and
maintain a management system that includes:
(1) Clearly defined lines of responsibility and
accountability throughout the organisation,
including a direct safety accountability of the
accountable manager.
(2) A description of the overall philosophies
and principles of the organisation with regard to
safety, referred to as the safety policy, and the
related safety objectives.
(3) The identification of aviation safety hazards
entailed by the activities of the organisation, their
evaluation and the management of the associated
risks, including taking actions to mitigate the
risks and verify their effectiveness.
(4) Maintaining personnel trained and competent
to perform their tasks.
(5) Documentation of all management system
key processes, including a process for making
personnel aware of their responsibilities and the
procedure for amending this documentation.
(6) A function to monitor the compliance of the
organisation with the relevant requirements.
Compliance monitoring shall include a system to
feed back findings to the accountable manager to
ensure the effective implementation of corrective
actions as necessary.
(7) Any additional relevant requirements that are
laid down in this regulation.
(b) The management system shall correspond to the
size of the organisation and the nature and complexity
