of its activities, taking into account the hazards
and the associated risks inherent in these activities.
(c) If the organisation holds one or more additional
organisation certificates within the scope of
Regulation (EU) 2018/1139, the management
system may be integrated with that required under
the additional certificate(s) held.
Keep in mind that SMS is simply your "management
system" in support of your defined safety objective.
And contrary to the title of this month's column,
simple regulatory compliance is not, in and of itself,
a safety objective. In a recent discussion with JeanPierre Arnaud, EASA safety management expert, he
responded to a similar question with "answers such
as my staff is competent and highly qualified, or we
comply with the rules and we are safe, should be
rejected for the sake of a robust safety discussion."
He further stated that "safety objectives should be
clearly identified and evidenced" and that "related
safety actions should be visible and meaningful for the
frontline staff."
In addition to the new requirement for a defined
management system, the EASA is introducing an
internal safety reporting scheme.
145.A.202 Internal safety reporting scheme
(a) As part of its management system, the
organisation shall establish an internal safety
reporting scheme to enable the collection and
evaluation of such occurrences that are to be
reported under point 145.A.60.
(b) The scheme shall also enable the collection
and evaluation of those errors, near misses, and
hazards reported internally that do not fall under
point (a).
(c) Through this scheme, the organisation shall:
(1) Identify the causes of, and contributing
factors to, any errors, near misses, and hazards
reported, and address them as part of their
safety risk management process in accordance
with point 145.A.200(a)(3).
(2) Ensure an evaluation of all the known,
relevant information relating to errors, the
inability to follow procedures, near misses,
and hazards, and a method to circulate the
information as necessary.

(d) The organisation shall make arrangements to
ensure the collection of any safety issues related to
subcontracted activities.
(e) The organisation shall cooperate on safety
investigations with any other organisation that
makes a significant contribution to the safety of its
own maintenance activities.
In its Safety Management Manual (Doc 9859
AN/474), the ICAO defines the concept of safety as:
"Within the context of aviation, safety is the state
in which the possibility of harm to persons or of
property damage is reduced to, and maintained at
or below, an acceptable level through a continuing
process of hazard identification and safety risk
management."
In the May 17, 2012, AeroSafety World president's
message, titled "SMS Reconsidered," Bill Voss wrote:
"If you want to go deeper, let me give you four simple
audit questions that are really easy to answer if you
have an effective SMS, and impossible to answer if
you don't:
*	 What is most likely to be the cause of your next
accident or serious incident?
*	 How do you know that?
*	 What are you doing about it?
*	 Is it working?"
Independent of SMS, the regulations require a repair
station to establish and maintain a quality control
system that ensures the airworthiness of the articles
on which the repair station performs maintenance
(14 CFR ยง 145.211). In order to maintain the quality
control system, don't we have to identify potential
hazards, identify potential risks to our quality
system, and most importantly, mitigate any item that
might lead to a non-airworthy article being released
to the customer? There are only a few degrees of
separation between QMS and SMS, and the tools for
"maintaining" those management systems are identical.
As you likely remember from the safety training
offered by the AEA, while the authorities are all
focused on formal safety management systems, every
business, regardless of size, has a safety program.
Every business identifies risk, and every business
manages those risks. Regardless if you have a formal
SMS or an informal safety program, Voss' questions
are still on target: What are your risks? How do you
know? What are you doing to mitigate them? And is
your solution working? q
