It's déjà vu
all over again
T

o quote Yogi Berra, a New York Yankees
Hall of Famer, " It's déjà vu all over again. "
Lately, I keep having these feelings of
having already experienced the present situation. Or more
accurately, the more I study, the more I see us repeating
the past, which includes the title of this month's column
that we first used in our December 2011 edition.
As you may know, the Aircraft Electronics Association
participates in rulemaking activities on behalf of the
membership worldwide, predominately in North America,
Western Europe (think European Union Aviation Safety
Agency), and in the South Pacific with Australia and New
Zealand. There are two major topics we are engaged in as
I write this month's column: safety management systems
in Europe and Part 145 in the United States. From the
Part 145 perspective, the Federal Aviation Administration
tasked the Aviation Rulemaking Advisory Committee
to provide recommendations regarding the agency's
guidance on the certification and oversight of all Part
145 repair stations. As a result, the ARAC established a
working group to manage this task. The AEA co-chairs
this working group along with the Aeronautical Repair
Station Association.
The Part 145 working group was tasked to investigate

the relationship among FAA Part 145 regulations, internal
and external guidance and policies to determine where
each supports the other, and where misalignments are
found to make recommendations for improvements to
ensure the internal and external guidance material is:

The more I study, the more
I see us repeating the past.
1.	 Aligned and compliant with the aviation safety
regulations, other laws and executive orders
reviewed in (1)(b).
2.	 Annotated to the applicable rule, other law or
executive order; and,
3.	 Consistently numbered to ensure a comprehensive
relationship between the guidance document and
the annotated rule, law or executive order.
4.	 Developed to communicate the agency's
expectations for compliance to the public and the
FAA workforce in a comprehensive and consistent
manner, including the tools necessary to ensure the
