FAA Advisory Circular 187
The Federal Aviation Administration noticed the
availability of Advisory Circular 187, Flight Standards
Service Schedule of Charges Outside the U.S.
The FAA has revised AC 187 to reflect updated
schedule of charges for services of FAA Flight
Standards Service aviation safety inspectors
outside the United States. AC 187-1P became
effective Oct. 1, 2020. q

TCCA conducts safety management
systems review
In 2005, Transport Canada Civil Aviation
introduced the safety management system
regulations. Initially, these regulations applied to
large commercial air carriers and the associated
maintenance facilities. In 2008, the TCCA introduced
requirements for aerodromes and air navigation
services. The intention was to further implement
SMS requirements across the aviation industry.

However, many factors came into place, including
questions from the industry regarding the need to
implement SMS requirements in all cases. In particular
for approved maintenance organizations and approved
manufacturers, the argument was the required quality
system primarily contained the principles of SMS.
The TCCA is currently conducting a review of the
SMS implementation, its effectiveness, and the plans
for the future. Part of the reason for this is due to the
International Civil Aviation Organization issuing Annex
19 requiring participating countries to define a state safety
management plan.
The TCCA has prepared a consultation paper and a
website to obtain industry feedback on the SMS process
to date. While the focus is on hearing from individuals
who have experience implementing SMS as required by
the Canadian aviation regulations, it is also looking for
feedback in general. How can the system be improved,
and how should the TCCA proceed with the remaining
certificate holders?
One of the issues facing some AMOs and
manufacturers today is, in working with foreign
authorities, they are being requested to show they meet
the ICAO SMS requirements. This is forcing some of
them to create an SMS program without having the
benefit of guidance from the TCCA. This consultation
process is looking to resolve this issue.
