TCCA to revise guidance material
for ELT maintenance
Transport Canada Civil Aviation has revised AC 571-025
regarding the maintenance of emergency locator transmitters.
This AC was issued along with the changes to CAR/AWM 571
introducing specific requirements for 406 ELT maintenance and
recognizing the specific technology associated with them.
This update is to inform maintainers that the Canadian
Beacon Registry cannot be used to verify the 24-bit address
required to be programed into the ELT. The 24-bit address is
associated with the aircraft registration, which is also used in
the transponder. The CBR does not provide information to be
able to verify this address. When a self-test is conducted on
the ELT, it may send a signal that is picked up by the CBR
depending on where the test is performed and whether the
signal is actually sent during the self-test (this is dependent
on the manufacturer's design). Additionally, the information
provided by the CBR to the registered owner of the ELT only
confirms that the test was completed. It does not provide the
24-bit address in order to confirm it is correct. The maintainer
must refer to the manufacturer's instructions on the manner in
which the 24-bit address can be verified.

European Union Aviation Safety Agency
The European Union Aviation Safety Agency has
introduced the regular update of AMC-20 with a focus on
AMC 20-136 on aircraft electrical and electronic system
lightning protection; AMC 20-158 on aircraft electrical and
electronic system high-intensity radiated fields protection;
and AMC 20-193 on the use of multi-core processors.
Part of this notice of proposed amendment is a
joint proposal by the EASA and the Federal Aviation
Administration to amend, in harmonization, both the EASA
AMC-20 and FAA AC-20 documents by creating a new
EASA AMC 20-193 and a new FAA AC 20-193 on the use of
multi-core processors.
In addition, this NPA proposes the amendment of:
*	 EASA AMC 20-136 on aircraft electrical and electronic
system lightning protection; and
*	 EASA AMC 20-158 on aircraft electrical and electronic
system high-intensity radiated fields protection.
The deadline for submission of comments is Jan. 4, 2021. q

The following information is from the
Federal Aviation Administration regulations.

Question: How can you establish an
effective SUPS program?
Answer: Because the FAA's SUPS

program was developed outside of normal
rulemaking activities, and the recommendations for managing the SUPS program is presented independent of other
programs, it is easy to attempt to manage
it as an independent, isolated program;
however, this would be incorrect.
As described in FAA Advisory Circular 21-29D, an effective SUPS program
is integrated into an effective receiving
inspection program. The AC begins by
acknowledging that " the airworthiness of
aeronautical products may be compromised if a part's approval status is suspect
or unknown. " The AC then offers the following three critical areas to help prevent
the procurement, acceptance, and installation of unapproved parts into aircraft and
aviation components.
*	 Know your supplier.
*	 Manage your procurement process.
*	 Implement an effective receiving
inspection program.
There are some good references for
a repair station to establish an effective
receiving inspection. First, FAA AC
00-56, Voluntary Industry Distributor
Accreditation Program, is a good start
for knowing your supplier and managing
your procurement process. The Aviation
Suppliers Association maintains a list
of participants in the voluntary program
