The CATA would address
issues including tariffs, air
traffic management and aviation
safety, "consistent with the
best international precedents"
and "should include provisions
on liberalised market access
for air services on a reciprocal
basis," according to the Future
Relationship document.
The document further states,
"The BASA should be in line
with existing EU precedent
for cooperative aviation safety
arrangements with third countries."
Accordingly, the BASA would
ensure regulatory cooperation
between the U.K. and the EASA
and minimize regulatory barriers
such as duplication of certification
efforts and retesting assessments.
Although possible the U.K.
and the EASA will reach a
permanent agreement by the end
of 2020, it is equally possible the
two governing bodies will opt
to extend the transition period,
giving both organizations more
time to negotiate and formalize
processes and procedures for
future interactions.
If the U.K. does leave the
EASA at the end of the transition
period, there is significant risk to
the aviation industry that there
will be no U.K.-EASA BASA
in place in time. The U.K. CAA
has a significant gap to fill and
the continued validity in the EU
of certificates issued to U.K.
companies is not certain.
"The final outcome and
timeline remain to be seen," Peri
concluded. "The AEA will monitor
and report to members all Brexitrelated developments over the
coming months." q
