like 777s and 767s operating under Part 125. Universal
also assists those flights.
Moya said it helps to have a company like Universal
cut through the red tape when different regulations on
flights during the coronavirus pandemic are changing
on a daily basis. Each flight has its own unique criteria,
and once Universal determines it is feasible, it works
on planning with ground agents and governments to get
the proper permissions so an aircraft can go where it
needs to go.
Other organizations are also helping in these efforts.
Five business aviation groups led by the National
Business Aviation Association sent a joint letter to
Transportation Secretary Elaine Chao offering to
assist in the response to the COVID-19 crisis with its
diverse fleet of aircraft able to reach 5,000 airports
in the United States. The industry offered to respond
to needs such as transporting time-sensitive supplies,
medical and testing equipment, organ transplants
and key personnel and patients. The letter was also
signed by the Aircraft Owners and Pilots Association;
the General Aviation Manufacturers Association;
Helicopter Association International; and the National
Air Transportation Association.
Meanwhile many avionics repair shops and related
businesses worked hard to keep routine business jet and
general aviation support operations going.
In early April, Duncan Aviation still had all its
main facilities, avionics operations and engine rapid
response locations up and running with full staff. "We
do have some additional capacity to help operators
interested in taking advantage of aircraft downtime by
moving maintenance or other aircraft projects up in the
schedule," said Mark Cote, vice president of components
services and satellites. The input for avionics and
instrument repair business was lower but steady. Many
operators are getting ready for a return to normal flying,
but Duncan said if flying hours remain depressed for a
long time, it will impact repair business negatively.
The company implemented new policies and
procedures to mitigate any potential spread of
COVID-19 at its facilities. Duncan stepped up cleaning
and disinfecting facilities, hand-washing, social
distancing and wearing masks when needed. And it has
policies for self-isolation and self-quarantining should a
team member test positive for COVID-19.
Tours and vendor visits have been canceled, many

Duncan office employees are working from home and
customers are encouraged to track projects with the
robust myDuncan project management tool rather than
having personnel stay on-site. Duncan disinfects the
interior of a customer aircraft when it arrives at a main
MRO facility and again before delivery and departure.
Duncan is also offering aircraft disinfection as a service
to customers at Battle Creek, Michigan; Lincoln,
Nebraska; and Provo Utah.
Cote said the future is uncertain, but he thinks
business aviation "will hold a special spot in the
recovery" when the travel restrictions put in place
because of COVID-19 start to be lifted. There will be
plenty of economic and social challenges at that point,
and business aviation will be able to lead by "providing
necessary travel in smaller, safer environments."
Duncan plans to help its customers and their aircraft get
ready for new demands and missions.
One thing that is top of mind in aviation now is the
resilience of the supply chain. Boeing and Airbus, for
example, now have a lean supply chain with justin-time appearance of parts to build a commercial
aircraft. And there are not often second sources for
key parts that could shut down a production line. A lot
of companies producing parts in the supply chain are
smaller and, therefore, more vulnerable to the current
financial shocks being prompted by COVID-19. This
could cause problems if some key supplies go bankrupt.
And many of those same suppliers also provide parts to
aircraft and weapon systems manufactured for the U.S.
Department of Defense.
How will the business aviation supply chain hold up?
It is probably too early to tell. "Invariably, there will
be some supply chain issues for one reason or another,"
said Cote at Duncan. "We have not experienced a
significant increase in parts procurement issues at this
point (as of early April)."
When Duncan found that masks to prevent the spread
of COVID-19 were in short supply, a shop leader at
the company reached out to a hospital in Lincoln to
design a mask. Upholstery team leader Kathy Wills
created patterns for two masks and digitized them.
Then, cutting began at 100 units per hour. Upholstery
teams in Battle Creek and Provo sewed the masks
together. Soon, hospitals in all three locations were
being supplied by Duncan, and volunteers were being
identified to work in sewing groups. "We feel it is the
least we can do during this uncertain time," Cote said.
