changes. You should be preparing your customers for this
upcoming change, but you will not easily find details on
the TCCA's website. These changes are not yet published
on the TCCA website as they are not yet in force. Go
to the CARAC website and search for CVR info, and
several documents will come up that will provide some
information.
Now comes the "New 521." This has been a long
process, and the TCCA has been receiving comments
and queries on this since 2010. Since there was so much
controversy on the issuance of 521 and the pre-release of
the NPA in 2014, the TCCA is taking time with a small
group internally to review every comment and properly
respond to them. Several changes are in the works for 521.
Some significant items are:
*	 The return of the provisional type certificate.
*	 Renumbering of the contents to align with the FAA
and the EASA.
*	 A redefinition of minor design changes to match
the FAA/EASA definition. Today, 521 uses
the terminology for major changes "other than
negligible effect." Everyone else defines minor as
"no appreciable effect."
A lot of research went into the background on defining
major and minor design changes, and this will be included
in the preamble to provide information on the intent. Also,
there are plans to develop guidance material to ensure
that a more-consistent application of the definition can be
applied.
As part of the process in preparing the revision to 521,
there also is a proposal on the table to write a final docket
report as the FAA does to address the specific comments
made and provide the public with the disposition.
It is good to see something other than pandemic-related
information, and hopefully, it means we can begin a
recovery and make some great changes.

Updates on COVID-19 policies
The TCCA continues to provide weekly updates on
exemptions, information bulletins and policies regarding
the management of the aviation system during this
pandemic. The operations area is where most of the activity
exists. There is a consistent update to the exemptions to
ensure lessons learned are applied, and as things begin to
open, operations are managed appropriately.
The TCCA issued an internal process bulletin that will
allow private small aircraft owners the ability to apply a
tolerance to their maintenance schedules per 605.86. The
owner can have their AMO or AME review the details of
the aircraft and the maintenance schedule and determine
that a tolerance can be applied without TCCA approval.

The IPB provides the criteria, and the AMO/AME must
document how the criteria is met. A 15% tolerance can be
applied for the 12-month requirements and a 10% tolerance
on the out-of-phase tasks. If the owner does not have
access to an AMO/AME at this time, they can apply to the
local TCC to have the tolerances approved.
It was also announced that Transport Canada Centers
will begin to open in some areas again to allow for
individuals to write exams. Also, the TCCA is working
with schools and industry to determine if they can arrange
exam times to be set up at these facilities to accommodate
mass sittings of the exam. Contact your local TCC to
find out what will be happening in your area, as this will
depend on local health unit guidance.

New Zealand
The Notice of Requirement NTC 91.258 (the Notice)
relating to ADS-B systems was first issued July 20,
2018. The Notice brought into full effect the ADS-B
civil aviation rules for flight level above 245 within
transponder mandatory controlled airspace.
The purpose of the Notice is to specify the
requirements determined by the director referred to in
rule 91.258, regarding equipage of aircraft with ADS-B
systems, the performance standards of those systems,
the minimum message set elements, and the testing and
power output, among other matters.
The proposed amendments to the Notice are for the
following reasons:
1.	 To reflect that ADS-B will be mandated below
flight level 245.
2.	 To clarify what the power requirements are.
3.	 To allow position sources for ADS-B which are
suitable for that purpose but did not meet (or
were equivalent to) listed GPS TSOs.
In addition, some editorial corrections are proposed
to correct certain inconsistencies between section 2 and
tables 1 and 2 of the Notice.
Comments must be submitted no later than Aug. 3,
2020. q
