and modifying maintenance
programs until they worked
efficiently and keeping good
records. If the FAA wants a piece
of paper, give them the paper they
want. The hard part is doing the
work to have that piece of paper.
After leaving the airline,
what did you do?
After five years of supervising
both a day and night shift - about
six hours in the day and two or

three hours each night, I was
burned out and needed a change.
I went back to teaching A&P
students. I was assigned to Shaw
Air Force Base and taught active
Air Force students who wanted to
earn their A&P license. In my spare
time, I finished my flight ratings
and owned a small maintenance
facility. I also developed a Cessna
tailwheel conversion and received
an STC for it.

inspector certifying and conducting
inspections on schools, air carriers
and repair stations from two
different field offices. I spent
20 years in the regional offices
on a team performing special
evaluations and audits on large
repair stations and smaller
"problem" Part 121 and Part 135
air carriers. In addition, I was often
assigned to perform compliance
audits on internal FAA offices.
The job was sometimes
challenging and exciting, and it
involved traveling almost all around
the world. The downside was that
it was a bureaucracy. There was a
lot of paperwork and sometimes
personally disagreeable polices. As
an inspector, I had to document
noncompliance, but it was very
depressing when the agency decided
to close a company and innocent
workers lost their jobs.
Regarding compliance, most
people in aviation want to and do a
good job, and they're nice people.
Many times, noncompliance is
unintentional and is caused because
the company system is designed to
the minimum FAA regulatory and
industry standards to save money.
When everything is working fine,
the company performs well. When
a negative incident is introduced
such as financial problems,
inadequate personnel, increased
workload, losing a key person or
the grounding of an aircraft, it puts
pressure on the company. This
makes the environment ripe for a
safety issue or regulatory infraction.
An example of an inadequate
system design is a mechanic who
worked a full day and was then
