I am confident that we will approach tomorrow's
changes with the same mindset that we have
embraced the technological changes of the past
five decades. Today's normal is certainly different
than yesterday's normal; and tomorrow's normal
will be different than today's normal.

As I write this month's column, we wrap up the Aircraft
Electronics Association's 15th weekly webinar on regulatory
topics. Since face-to-face meetings were canceled throughout
the first part of the year, the webinars were designed to
provide much of the content missed at this year's AEA
Convention. Five of the webinars focused on safety
management. Regardless whether you have stepped up to
SMS or not, the "new normal" for the Federal Aviation
Administration is to ask about human factors in maintenance;
change management; risk management; and root cause
analysis. All topics were covered to help support you with
the new normal of your authority's inspections of your
maintenance and avionics business. Your drug and alcohol
testing program is always a good topic that generates a few
questions, so we produced two webinars to address the basics
of the D&A program. We have also covered the business of
aircraft maintenance from a regulatory perspective as well as
the AEA member benefit access to all of the ASTM technical
standards for aviation.
Leveraging the technology of webinars, we were able to
conduct international membership roundtables and talk oneon-one with our members half a world away in real time.
It's a small step in continuous improvement within your
association.

pilots and aircraft owners can access product information,
specifications, functions, and features including virtual
demonstrations, equipment setup, interface, connectivity and
more. And of course, there's access to "Find an AEA Member
Shop" from the search menu.
Many of my routine meetings have moved to the virtual
world. At one recent meeting, we were working on the fiscal
year 2021 schedule and the chair commented that, hopefully,
"we can go back to normal" next year. As the saying goes:
There is no turning back! Once you have experienced the
virtues of change, how can you not leverage it to make your
business better? I suggested that FY 2021 will not be the
same as FY 2019 but rather a hybrid of what we use to do
and what we do today - a blend of the best of both worlds.
As an example of leveraging technology, the FAA
Flight Standards Service published a memorandum
on April 22, 2020, addressing the use of video and
communication technology. The memo states: "VCT can
be more cost effective, improve timeliness, and reduce
FS and industry resource burdens." In addition, many
progressive Flight Standards Offices are using VCT
to minimize face-to-face exposure to the public in the
oversight of repair stations, especially in this time of
elevated concern for carriers of COVID-19.
FAA Aircraft Certification Service also issued a policy
for the use of remote technology during the performance
of inspections and tests. This policy (PS-AIR-21-1901)
provides information on the use of remote technology to
perform prototype conformity inspections, engineering and
ground tests, engineering compliance inspections, production
