CAR 521 revision update
Transport Canada Civil Aviation is progressing toward the issuance of a notice of proposed
amendment to make significant revisions to CAR
521. This has been reported several times over
the last few years; however, the TCCA has completed the review of over 700 comments made on
the NPA issued in 2014. This review involved the
proper disposition of each comment. As such, the
TCCA can ensure that the next NPA will better
meet the needs of the industry. The TCCA also is
now much closer to finally revising CAR 521 and
is able to provide a reliable completion date.
One of the biggest issues that has been tackled
in this process is the discussion on major and
minor design changes and the ability to issue a
design change approval without the use of an
STC. Significant discussion has occurred between
the Aircraft Certification standards and Operational Airworthiness standards teams to ensure
CAR 521 and CAR 571 are aligned in this aspect.
Therefore, the language and intent can properly
address the concerns from the industry on these
topics in both regulations. This is an important step
as it now paves the path forward to allow " one-off
approvals " without the issuance of an STC and

leveling the playing field with U.S. counterparts.
We are about three years away from the publishing
of changes to CAR 521, but the Aircraft Electronics
Association is advocating to have the TCCA prepare
a method in advance of this revision to allow these
type of design changes to occur sooner. This may be
through exemption or another regulatory tool. The
AEA will be receiving advanced copies of the NPA to
help ensure this process goes through as planned. The
AEA will be looking for member input and feedback
on the NPA.

TCCA revises AWM 566
Transport Canada Civil Aviation has published an
NPA to revise AWM 566.03 in order to correct an unintended change to the requirements to obtain an M1 or
M2 AME license. In 2003, the TCCA made a change to
AWM 566.03, which implied that an individual could
gain an M1 and M2 license when gaining experience
on SFAR 41C type aircraft. It was never intended that
experience on one type of aircraft would be sufficient to
gain both ratings.
Therefore, the NPA proposes to revise the wording
of AWM 566.03(8)(a)(i) and (ii) and the wording in
Appendix A to remove this misinterpretation. The NPA
includes the proposed guidance material regarding these
changes as well. The TCCA also has included changes
to the validity period of the AME license from six to 10
years and the need for a photograph on the license itself
within this NPA.
