TCCA agreements with the
United Kingdom CAA
As of Jan. 1, 2021, the U.K. has completely
separated from the European Union. This
means that the U.K. is no longer covered by the
European Union Aviation Safety Agency when
it comes to aviation oversight. Throughout the
Brexit, process the UK CAA has been proactive
in reestablishing its systems and staff to take
back the functions that EASA was performing.
This is mostly in the airworthiness sector of the
industry. They have been planning for a smooth
transition from EASA back to the UK CAA.
To this end, Transport Canada Civil Aviation
has published several agreements with the
UK CAA: a working agreement; a technical
agreement on maintenance; and a technical
implementation procedure for aeronautical
product certification. The working agreement
was issued in advance of the official state-tostate safety agreement (BASA) to provide the
legal framework for the other two agreements.
The working agreement does not provide any
procedural details; rather, it discusses the purpose
and commitment each authority is making.
The technical arrangement on maintenance
provides the basis for which AMOs authorized
by the UK CAA or TCCA can provide
maintenance on the other's registered aircraft.
The requirements are not much different than
those for an EASA 145 approval. However,
having an EASA 145 approval does not
mean you will have a UK CAA approval. An
application is required to be sent to TCCA using
UK CAA from # SRG1772, available at https://

A supplement specific to the UK CAA
requirements is also necessary. The supplement
must meet the 12 requirements identified in
the appendix of the technical arrangement. The
requirements are similar to those as required
by EASA and include items such as: ensuring
major mods are accomplished in accordance
with UK CAA Part 21; detailing work order

requirements; maintaining records for a minimum
of three years; and reporting to the UK CAA,
unairworthy condition of an aircraft being repaired.
The arrangement also identifies that it is acceptable
to use airworthy parts having a TCCA, EASA
or UK CAA Form I. Airworthy parts certified in
accordance with the country in which they where
manufactured are acceptable too, as long as there is
an agreement in place between that country and the
UK CAA.
The technical implementation procedures for
airworthiness covers design approvals, continuing
airworthiness requirements, export certificates
of airworthiness and production approvals. This
procedure is also similar to the EASA procedure.
All design approvals including type certificates
and supplement type certificates require a
validation. However, any validation issued prior
to the U.K.'s departure from the European Union
will continue to remain valid. Therefore, there will
be no need to now obtain a validation from the
UK CAA. All new design approvals will require a
validation, however, but the process is set up such
that the validation effort will be no more than that
needed for EASA.
All design changes are managed through the same
classification process as with EASA where level 2
design changes are accepted without review. All level
1 changes will be submitted for validation, although
there is the ability to minimize the validation effort.
TSO parts, replacement parts and repairs are all
accepted without review or validation.
Export airworthiness approval procedures have
been established as well, providing details for each
country to meet when exporting an aircraft (new
or used). The requirements are similar to those as
required for EASA. Therefore, preparing an Export
C of A for an aircraft destined to the U.K. should
not be difficult.
The TCCA and the UK CAA did a good job in
getting the agreements in place quickly as well as
making it as seamless as possible. The principles
established between the two authorities over several
decades working together has helped, as well as
the realization that the basic concept of the EASA
agreements worked.
