EASA: NPA 2020-11 -
Regular update of CS-25
The objective of this notice of proposed
amendment is to reflect the state of the art of
large airplane certification and improve the
harmonization of CS-25 with the Federal Aviation
Administration regulations. This NPA proposes
amendments in the following areas:
*	 AMC 25 Subpart H: corrections of references
in the correlation table;
*	 Turbo-propeller vibrations;
*	 Fabrication methods;
*	 Windshield - Failure conditions with
structural effects;
*	 Cabin safety - references to FAA AC
25-17A " Transport Airplane Cabin Interiors
Crashworthiness Handbook. "
The deadline for submission of comments is

NPA 2020-12: Review of Part-66
The objective of this NPA is to address some
shortcomings that have been identified in the EASA
maintenance licensing system, which impact the
effectiveness and efficiency of the current Part-66
requirements. The objective of the amendments
proposed with this NPA is to:
*	 Facilitate the type-rating endorsement for
aircraft without a Part-147 type training,
referred to as well as " legacy aircraft " ;
*	 Enhance the efficiency of the on-the-job
training that is affected by the lack of
its mutual recognition between licensing
authorities, which consequently creates
duplication of administrative efforts;
*	 Reduce the deficit of the practical skills of
maintenance staff; and
*	 Update the basic knowledge syllabus.
In addition, this NPA provides a suitable solution
for maintenance licenses with regard to new
products that are certified by EASA without adding
a new license type.

Brexit
Likely one of the most important topics of the new
year is the British exit from the European Union and the
global effect of that move on international commerce
in aviation. There has been a lot printed about the
international travel and commercial airline operations;
however, for the AEA membership, we will primarily
focus on avionics sales, service and manufacturing.
From the UK CAA's website: There are six
agreements in place to ensure continuity of
arrangements with the U.S., Canada, Brazil, Japan,
Singapore and Switzerland that are currently in force
as the transition period between the United Kingdom
and the European Union comes to an end Dec. 31,
2020. These arrangements can be found at https://bit.
ly/2LKxl3q.
For Australia, it is more complicated. When I asked
the Civil Aviation Safety Authority for information
on its relationship with the UK CAA, I received the
following response: A temporary legal instrument
which would have allowed repaired parts from UK
CAA for fitment to aircraft being maintained under a
Continued Airworthiness Management Organisation
under Part 42 has not been made. The provisions in
Part 21 recognise UK CAA as a recognised country
for newly manufactured items for type certificated
products (refer r21.010B of CASR) but does not allow
for repaired parts (see Table 12.3.1 of MOS 42). It is
possible that this may get addressed in an international
agreement with the U.K. (see list of international
agreements), but this is not a quick process. There is no
current agreement with the U.K. The advice provided
was that if the organisation in the U.K. was separately
oversighted by EASA on an EASA approval number,
then these parts still remain acceptable to CASA.
For aircraft being maintained under the Civil Aviation
Regulations, it is acceptable under CAO 100.16 (refer
Table in Appendix 1).
Note this is not applicable for aircraft being
maintained under the Civil Aviation Safety Regulations
CAMO under Part 42 of CASR.
