Qmulus Aviation goes
from zero to 145
in just over a year

ast summer, Cris Owens, spent five months writing
manuals to help Qmulus Aviation earn a Federal
Aviation Administration Part 145 repair station
certificate. From June to October 2019, he wrote a repair
station manual, quality assurance manual, training manual
and a capabilities list all for a business that didn't yet exist.
" We started with
nothing, just an idea, "
said Owens, who has 20
years of experience in
aviation as an avionics
technician and an
airframe and powerplant
mechanic with inspection
authorization. " Owner
Sean Wilke wanted to
update his Cessna 172
with ADS-B but there was a logjam - a nine-month waiting
list at one point. A couple of local flight schools were having
the same issue. Given the lack of aviation support in the area,
Sean saw an opportunity. He wanted to start a repair station
in southwest Idaho and asked if I thought it was possible. I
said, let's have some conversations. Let's meet with the FAA

and see how it goes. In June 2019, we met with the FAA.
They were very supportive. "
Going forward, Owens would come to rely on training he had
received two years prior at AEA's Part 145 repair station course.
" AEA's training taught me the basics of starting and managing
the 145 certification process, " he said. " It was incredibly
important. "
Owens began writing the
manuals from scratch at his
kitchen table in Fort Worth,
Texas. The repair station
manual's rough draft alone
encompassed some 225
pages. After several weeks
of editing, Owens trimmed
the repair station and quality
assurance manuals to a svelte
98 pages total with the help of Ivy Hunt.
" I didn't have a template, just the regs and my interpretation
of them, " Owens said. " Every day, I would concentrate on
one section of the regulations. We didn't apply to become an
AEA member until after we submitted everything to the FAA.
With our provisional AEA membership, I had access to some
