las problemáticas derivadas de esto no son sólo ecológicas,
las consecuencias sociales son muy graves. El abandono en el
que viven suele obligar a los hombres y mujeres indígenas a
emigrar para trabajar en las urbes, donde sufren desarraigo,
discriminación, explotación y pobreza. Las comunidades se
dispersan y su cultura desaparece gradualmente, y quienes se
quedan ven disminuida su calidad de vida y sufren de 'enfermedades de la pobreza' asociadas con la desnutrición, falta
de higiene y carencia de servicios básicos.
hace mucha falta que a los pueblos indígenas se les
reconozca legalmente su derecho a la titularidad de las tierras
que habitan, así como al uso y acceso a los recursos naturales
que ahí se encuentran. El gobierno mexicano normalmente
ha favorecido a las empresas y respaldado su afán de lucro en
nombre del progreso, ofreciendo tan sólo beneficios compensatorios como la construcción de aulas, hospitales o alguna
que otra infraestructura en las comunidades afectadas. Ese
modelo compensatorio llega aún más lejos al implementar
programas asistenciales como las 'cruzadas contra el hambre',
creando una relación de dependencia del Estado que atenta
contra la dignidad individual. la participación de los pueblos
indígenas en los proyectos de desarrollo será una realidad si se
les consulta y se les permite decidir sobre asuntos que afectan
sustancialmente sus tierras y sus medios materiales, culturales
y espirituales. también se les deben ofrecer puestos de trabajo
con un salario digno, junto con más y mejores oportunidades
de formación profesional, para que puedan satisfacer sus
necesidades por sí mismos.
los pueblos indígenas no tienen que prohibirse el progreso inteligente que toma en cuenta sus circunstancias y sus
dificultades para vivir en una sociedad capitalista. La mayoría
de ellos lo aceptan y lo entienden y, para asegurar su bienestar
y sostenibilidad, intentan adaptarse y renovar su cultura en la
medida necesaria para convivir armoniosamente con el resto
de la sociedad. Ellos cambian para participar en los avances
que mejoran su calidad de vida, pero hay que tomar medidas
reales para que sus derechos no queden como mera retórica y
temas de discusión en una agenda legislativa. El progreso debe
incluir siempre la seguridad jurídica de los pueblos indígenas
y su comunidad, el reconocimiento de sus derechos colectivos,
el respeto a su cultura y organización social. Es esencial que
la sociedad en su conjunto entienda la importancia de estos
pueblos para la vida de las naciones y valore y aplique sus conocimientos y experiencia en la comprensión, la preservación
y la protección del medio ambiente.

in the cities, where they suffer from uprooting, discrimination,
exploitation and poverty. communities are dispersed and their
culture gradually disappears. those who stay are diminished in
their quality of life and suffer from "diseases of poverty" associated
with malnutrition, lack of hygiene and lack of basic services.
the rights of Indigenous peoples to own the land they inhabit must be legally recognized, as well as their use and access
to natural resources found there. the mexican government has
usually supported the external companies and have endorsed
their profit motives in the name of progress. They offer only
compensatory benefits such as building classrooms, hospitals or
some other infrastructure in affected communities.
this model goes even further by implementing assistance
programs such as the "crusades against hunger," creating a relationship of dependence on the State that undermines individual
dignity. Involvement of Indigenous peoples in development projects will be a reality if they are consulted about, and allowed to
decide on, issues that substantially affect their land and their material, cultural and spiritual livelihoods. Also they must be offered
jobs with a living wage, along with more and better vocational
training opportunities, so that they can meet their own needs.
Indigenous peoples do not have to ban themselves from
intelligent progress that takes into account their circumstances
and their difficulty in living in a capitalist society. Most of them
accept and understand it and, to ensure their well being and
sustainability, try to adapt and renew their culture to the extent
necessary to coexist harmoniously with the rest of society. they
change to participate in the progress that improves their quality
of life, but real measures must be taken to ensure that their rights
do not remain as mere rhetoric and issues of idle discussion in a
legislative agenda.
Progress must always include the legal security of Indigenous
peoples and their community, recognition of their collective rights,
respect for their culture and social organization. It is essential that
society as a whole understands the importance of these peoples
for the life of the nation, and to value and apply their knowledge
and experience in understanding, preservation and protection of
the environment.
