Statistics on the reductions
appeared in data from the FAA, the
NTSB and, over the past 28 years,
from the Nall Report, an annual
document providing a detailed
analysis in focused areas from the
AOPA Air Safety Institute - known
as the Air Safety Foundation when
the organization began publishing its annual Nall Report.
The report takes its name from the late NTSB board
member, Joseph T. Nall, who died in the crash of a Cessna
402 in Caracas, Venezuela. Nall, 47, was in Caracas to give
a speech to the Venezuelan Aeronautical Congress. The
crash also killed the two pilots and injured four others on
board the piston twin, including Nall's executive assistant,
Kenneth Peppard, now retired.
The Nall Report covers airplanes with maximum rated
gross takeoff weights of 12,500 pounds or less and
helicopters of all sizes, a group which accounts for 99% of
general aviation flight activity. The report analyzes data from
the most-recent year for which probable causes have been
determined for at least 80% of accidents. In late November
2019, the Air Safety Institute released its 28th Nall Report
covering the year 2016.
This latest report shows that the general aviation
community continues to improve on flight safety, revealing
that general aviation fatal accidents continued 2015's
accident decline. Some details:
*	 There were 64 total commercial fixed-wing GA
accidents, of which 19 were fatal, marking a
decrease in total accidents but a 10-year high in the
fatal category.
*	 The 40 accidents that occurred during Part 137
agricultural aircraft operations were the most in a
commercial fixed-wing category, with maneuvering
implicated in half the mishaps. Thirteen Part 137
accidents were fatal.
*	 The 79 non-commercial GA helicopter accident
total of 2016 established a 10-year low. The 17.7%
fatal-accident rate (14 accidents) increased slightly
from 2015.

There were 35 commercial helicopter accidents, of
which three were fatal. The fatal accidents and their
rate marked the lowest in 10 years, according to
the report.
But after years of innovative new systems aimed at
warning pilots away from accident scenarios, the data also
show that pilots remain the single largest contributors to GA
accidents.
According to the 2016 data in the latest Nall Report, pilot
actions were the main cause of 72.9% of all accidents and
76.1% of fatal accidents.
By comparison, mechanical events accounted for just
17.9% of all accidents and 10.1% of the fatal accidents in
2016. Similarly, unknown and/or other causes were behind
just 9.3% of all accidents and 13.8% of the fatal accidents.
Personal flights accounted for 73.4% of all accidents and
77.4% of the fatal accidents, which accounted for 78.8% of
the total fatalities.
Flight conditions were visual meteorological conditions in
97% of all accidents and 91.8% of all fatal accidents.
Day VMC prevailed for 89.1% of all accidents and
78.6% of all fatal accidents. Night VMC accounted for 7.9%
of all accidents and 13.2% of all fatal accidents.
Instrument meteorological conditions accounted for just
2.2% of all accidents and 3.8% of fatal crashes, while night
IMC prevailed for just 0.5% of all accidents, but 3.1% of all
fatal accidents.
According to the Nall Report's data on the types of pilotrelated accidents, pilot-related accidents continued to trend
downward in 2016, continuing a trend started in 2012 with
only a tiny increase in 2014.
