A

s	 I	 write	 this	 month's	 column,	 the	Aircraft	 Electronics	Association	 has	 just	 wrapped	 up	 its	AEA	
Canada	 Regional	 Meeting,	 which	 is	 the	 association's	third	regional	meeting	of	2014.	Typically,	the	first	
three	regional	meetings	each	year	are	international	events	
-	 one	 each	 in	 Europe,	 Latin	 America	 and	 Canada.	
Naturally,	 the	 prevailing	 topic	 was	 international	 in	
nature	-	the	globalization	of	general	aviation	and	general	aviation	products.
At	 the	 AEA	 Europe	 Regional	 Meeting	 earlier	
this	 year,	 the	 topic	 was	 European	 Aviation	 Safety	
Agency	centric	-	how	the	European	regulatory	system	is	fast	becoming	the	world	standard	for	regulatory	systems,	in	particular	for	repair	stations.	While	the	
foundational	 regulations	 are	 in	 place,	 the	 fact	 that	 the	
Europeans	 are	 trying	 to	 balance	 several	 independent	
state-based	 aviation	 authorities,	 they	 struggle	 with	 the	
same	 standardization	 and	 consistency	 issues	 faced	 by	
the	U.S.	and	the	Federal	Aviation	Administration.	While	
the	EASA	has	updated	and	modernized	the	relationship	
between	regulations,	guidance	and	policy,	and	arguably,	
created	a	sleek	new	structure,	it	still	has	not	solved	the	
fundamental	issue	of	consistent	application	of	the	regulations	and	hasn't	embraced	the	globalization	of	general	
aviation	products.
During	the	annual	review,	there	were	a	number	of	rulemaking	tasks	that	have	a	direct	impact	on	AEA	member	
shops	 as	 well	 as	 a	 few	 with	 incidental	 affects.	As	 with	
any	of	the	regulatory	changes	coming	from	the	EASA	in	
Cologne,	 Germany,	 the	 tangential	 effect	 on	 the	 harmonized	authorities	is	significant.	For	example:

Task	66.027	-	"Avionic	licence	for	general	aviation	
and	 licence	 for	 sailplanes,	 balloons,	 airships	 and	
ELA1	 aeroplanes."	 The	 comment	 response	 document/opinion	 will	 be	 issued	 together,	 which	 was	
expected	during	the	second	quarter	of	this	year.	

At the AEA Europe Regional Meeting earlier this year, the
topic was European Aviation Safety Agency centric - how the
European regulatory system is fast becoming the world standard
for regulatory systems, in particular for repair stations.

Task	MDM.055	-	"SMS	embodiment	and	alignment	
with	AR/OR	requirements."	NPA	2013-01	(covering	
Part	M	and	Part	145)	was	published	Jan.	21,	2013,	
with	original	rule	expected	in	early	2014.	However,	
since	 the	 public	 submitted	 more	 than	 1,300	 comments,	the	agency	has	delayed	the	CRD.	Due	to	the	
extent	of	the	comments,	we	anticipate	a	revised	proposal	sometime	in	late	2014	or	early	2015.
*	 Operational	 Suitability	 Data:	 Regulation	 (EU)	 No.	
69/2014	 was	 adopted	 Jan.	 27,	 2014,	 and	 Decision	
2014/007/R	(AMC/GM	to	Part	21)	was	adopted	Jan.	
31,	 2014.	 They	 entered	 into	 force	 Feb.	 17,	 2014,	
with	 different	 transition	 measures	 running	 until	
December	2017.
There	are	a	number	of	rulemaking	activities	that	impact	
the	AEA	 membership.	The	 EASA	 is	 looking	 to	 recognize	
new	training	and	teaching	technologies,	as	well	as	a	number	of	miscellaneous	Part	66	changes,	including:
