Provisioning for a Distributed ATM Security Management: The GAMMA Approach

Organization : A distributed set of operators and users within
the operational context jointly collaborating in the management of ATM security;
Security monitoring capability: Continuous monitoring of
the ATM system status and its resources to detect intrusions
and ensure proper ATM system operation;
Situation/incident management capability: Set of embedded
functions and capabilities to withstand and manage (i.e., prevention, analysis, response, and recovery) the security threats;
Information exchange: The technical means, the interconnected networks and infrastructures for disseminating the dynamic security management information in the ATM environment.

The overall aim of GAMMA is set to go beyond SESAR subwork package 16.2 context and provide a concrete security solution for realization of the above capabilities and embedding them
in the ATM domain in order to address security gaps and the involved risks, protect the ATM system's assets, and demonstrate and
validate the proposed solution through implementation of system
prototypes. This is achieved by the development of a Europe-wide
Security Management Platform (SMP) and some other security
prototypes where the overall proposed solutions are validated by
exercising the European Operational Concept Validation Methodology (E-OCVM) cycle [10]. The SMP realization provides the
basis for the management of security in all its phases, from prevention to the efficient management and resolution of the resulting
ATM security incidents.

THE REFERENCE MODEL
The GAMMA reference model conceptualizes the principles related
to ATM security management from both operational and technical
perspectives, and the means for collaboration in a multistakeholder
environment, by specifying a network of distributed entities within the
ATM system and the interactions of associated stakeholders. The reference model is shown in Figure 1. For the abstraction of conceptual
elements stated in the introduction, the reference model encompasses
the human aspects representing "organization," a set of security functions/systems operating at different scopes representing "capabilities"
and interconnected networking functionalities for interactions and
"information exchange." The reference model signifies a hierarchical
approach at three levels for managing the ATM security:

Local GAMMA Security Operation Centers (LGSOC): The
technical security controls deployed at local level and embedded in the supporting assets (SA), for monitoring of security situation regarding the status of the SA;
National GAMMA Security Management Platform
(NGSMP): It operates at the national level for a set of LGSOCs. This level is provided with additional control capabilities for the continuous dynamic security management,
which may not be available at the local level including intelligent correlation functions to support security situation
awareness operations at a wider scope;
European GAMMA Coordination Center (EGCC): It is a
pan-European coordination center in order to provide a con-
