Changes to Part 21, production
certificates and approvals
On Dec. 17, 2015, the Federal Aviation
Administration corrected a final rule published on
Oct. 1, 2015. In that rule, the FAA amended its
certification procedures and marking requirements
for aeronautical products and articles. This action
corrects the effective date of the final rule to permit
an earlier implementation of the rule's provisions
that allow production approval holders to issue
authorized release documents for aircraft engines,
propellers and articles. It also permits an earlier
implementation date for production certificate
holders to manufacture and install interface
components, and provides earlier relief from the
current requirement that fixed-pitch wood propellers
be marked using an approved fireproof method.
ANSWER:
In general, the range would depend on your
aircraft's altitude and any terrain that might block
your line of sight with the radio station. However,
there also are practical limits due to transmitter
power and receiver sensitivity. Line-of-sight range to
a radio is typically 150 nautical miles or greater.
The final rule published Oct. 1, 2015 (80 FR
59021), is effective March 29, 2016, except for
ยงยง21.1(b)(1), 21.1(b)(5) through (9), 21.137(o),
21.142, 21.147, and 45.11(c), which have been
revised to be effective Jan. 4, 2016.
Reexamination test of a
mechanic, parachute rigger or
inspection authorization
Change 430 to FAA Order 8900.1 incorporates
new information into Volume 5, Chapter 7, Section
3 that unifies all aviation safety inspectors by
providing a clear sequence of required action
to conduct a reexamination test of a mechanic,
parachute rigger or inspection authorization under
Title 49 and the new Pilot's Bill of Rights. This
change includes a timeline for issuing a letter of
reexamination and follow-on actions, such as issuing
a letter of investigation, and provides instruction
to the ASI and coordinating instruction between
FSDOs, international field offices, AFS-760, AFS630, regional counsel, and AFS-50 when necessary.
