we developed a streamlined process for installing angle of
attack indicator systems," he said. "Last year, we clarified the
process for installing electronic attitude indicators. We're now
building on this progress with a new policy that will make it
easier to install other nonrequired safety-enhancing equipment in GA aircraft. We think this approach will help us to
drive down the GA fatality rate. We're starting to see it move
down some, but this has been a stubborn number."
He also reiterated the FAA's interest in seeing accelerated
installations of automatic dependent surveillance-broadcast
technology in advance of the Jan. 1, 2020, deadline, noting,
"That's only 44 months away!" Echoing industry concerns
about the large number of aircraft operators yet to install approved ADS-B equipment, Huerta highlighted the possibility
operators "might not get their installations in time, and they
might be grounded." He said the FAA also is concerned that
installers may "end up with too much demand and not enough
time to get the installations done" before the deadline.
One solution he described for managing the expected demand came from nearby Bartow, Florida, and Custom Avionics.

The company's Early Register program, Huerta noted, guarantees ADS-B installations before the 2020 deadline. "They will
assign the customer a position and guarantee their spot. And
if owners register now, they lock in the price, even if costs go
up as we approach the deadline." According to Huerta, Custom
Avionics' program also allows customers to preorder the necessary equipment and pay for it over time. "Custom Avionics is
just one good example of marketing creativity. I'm sure there
are other good ones," he added.

In addition to Huerta's keynote address, one of the mostanticipated and well-attended events at each year's AEA
International Convention & Trade Show is the daily, first-thingin-the-morning Regulatory Rise & Shine seminar series. Led by
Ric Peri, AEA vice president of government and industry affairs,
the signature series features topical and timely discussions of
the latest developments in the regulatory environments confronting AEA members, their businesses and their customers.

and managers with specific responsibility for rulemaking,
